Members,
Finished tuning up a 1960 40 HP. It will not start, but had it turn over yesterday but nothing since. I have done the following.
1- rebuilt the magneto, new coils, points, condensers, plug wires
2- rebuilt carb
4- rebuilt fuel pump
5- new fuel hoses, new vacuum hose to fuel pump

The points were set to .020. What position should the crankshaft cam be in to set the points. The book "Cheap Outboards" says line up the rubbing block with the key, but I have set the points with the rubbing block lined up with the highest spot on the cam that says TOP with a small arrow. Which is correct?

On the carb, I have turned the slow speed jet out from seated one full turn, and the high speed out two full turns from seated.

I am doing all this from a book, so do not have the knowledge that a mechanic would have and don't know what to do next.

Thank you all,
Mike

The upper needle is the slow speed jet ( 1-1/2 turns ).
The bottom one is the high speed ( 3/4 turn ) from lightly seated.----Use the 2 vertical timing marks on the magplate and the 2 marks on the flywheel to set the points.-That is the best way to get the maximum spark at the right time.
Points must be abolutely clean , no oil / dirt allowed.----Even new points may need to be cleaned after they are installed.
Do a " google " search for ---frank's tools
There you will find pictures of factory timing fixtures and how they are used.
You can of course use your flywheel to do the same thing.Nothing like doing this job the best way possible.
