Not sure if still available but besides the fact that I don't think he has the pressure tank...what else should I be looking at should he respond? Also....should I get yet another project motor of this vintage? I already have a Mark 55e and a Johnson 58 35 hp to worry about.

You certainly can't go wrong at that price.
You could turn right around and spread it out in parts on eBay and more than double your money in a hurry - if money was the idea.
But if keeping and old merc alive is the goal - I would grab it - tank or not tank.
The Mark20 is easy to convert to a standard tank by installing a fuel pump.
One of my first Mercs was a Mark 20 and it's been love ever since.

i have the conector for the merc and it is attached to a onc connector for a omc tank.if needed.
