Someone had already removed the mercury safety switch somewhere along the way, so I knew it wasn't that. Everything checked out okay, but I never did chase down the cause. Lets just say it all worked out for the best.

I found a great motor (of another brand) that I am more familiar with, 70's vintage that is closer to the year of the project boat it's going on. The guy who bought the Merc is happy, I'm happy, so it doesn't get any better than that without hitting the lottery.
