The '70s inline-6 Merc came with only (2) choke butterflies for (3) carburetors.
Consequently,...As they get 'looser' inside, they can become tough to get started when cold.
The solution is to convert to an enrichner system, like Merc did in the '80s.
See the attached pictures on how to do this upgrade.

I find pumping the bulb hard will blow fuel past the inlet needle and flood the carb throats with fuel making starting a snap....a poor mans enricher!!!
