It looks like an Adalberto Garelli 1926. Adalberto Garelli received his engineering degree in 1911 and developed one the the first 2-stroke motorcycles. He sold them to the Italian army.

He was more noted for his motorcycles than outboards. What you have there is a real collectors item. That particular motor was made by Scott-Atwater (1935-1941)and believe or not, you can still get parts.
