I saw this in Craigslist for the twin cities for $200 with a trailer .. Dont look to bad .. What is it with those short fins ??

The boat is a Lake N Sea Biscayne 15' 50hp rated. I have a 59 model that performs well with a 35hp unless 4 people are in it then it needs more oomph
