I am restoring a 14 Sport Lido and have come across a petcock on the transom low and center, is this a drain for the false bottom? My glass guy wants to seal it up, is that a good Idea or not? It does not drain anything appears dry, not sure what its for

I've never seen a petcock like that on a transom drain. :)
There are brass pipe plugs that probably would have been there that look cleaner. It's not uncommon. Try removing that petcock entirely, including the female part that it screws into, tip the boat extremely back on the trailer, you might be surprised.
I would not seal that up. It may be "dry" now but moisture will get in there either through a leak in the floor or condensation. IMHO.

Yep what Cal said! You definitely want that thing out of there and a proper transom plug in its place, because at some point you're going to get water in the hull, it's inevitable and you want to be able to drain it out once she's out of the water.
