TOPIC: 1969 Newport sailboat

Need some help, while sanding down the old layers of paint I found this underneath, looks like a skin coat of body filler to me, anyone have any idea that this might be marine grade polyester filler? Or something else? How can fix it the chipped layers just sand down and replace the old filler with new
