TOPIC: 62 johnson 40 hp ?

I need help with my 40 hp Johnson rk 24 it has not run for the last 10-12 years and we cleaned the carb and put new points and condensers in it. the thing floods ez and the plugs are running very black and oily. now the carb has a fixed high speed jet so I kinda have to much fuel ruled out. will week spark do that ? ive repaced the diapram in the fuel pump so I know that's not the problem. help . thanks Bob
