Should the be installed with the cupped side facing in or facing out, and be installed with a socket of slightly smaller diameter? Is there anything else that should be done?

You put them in with the " bulge " so to speak facing out.
Then take a flat ended object about 1/2 the OD and give it a good bump to flatten it out.----That operation expands the diameter to hold the plug in place.

do not use any sealer for this, when the plug expans it will cut the excess off and that will get stuck possibly in an orfis that you just cleaned, and if fuel resistant.....well you see where this is going.
