TOPIC: 1960 Starflite 75hp steering linkage

I have a 1968 Nylox Sierra with a 1960 Evinrude Starflite II 75hp outboard. The steering set-up is a single cable system on the boat. I just got the boat and the steering is not connected. I know I am missing parts but not sure what parts and would love a picture of how the steering arm should be mounted in the splash-well. Here is a picture of my set-up.

That steering would normally mount / go through the tilt tube.
That is something the motor does not have.
So # 1
find a kit at a shop to mount the steering.----or # 2 make a " dummy tilt tube " and mount it using the 2 upper motor mounting bolts. Find the link ( expensive new ) to come back to the motor.
