In the process of swapping powerheads, there is a lot of buildup under the exhaust cover. Does that need to be removed, or is it ok to just get the loose particles out before closing it back up? Should I put a little oil on the sides of the pistons, it has not run for 30 years but the crank does turn freely...

Is it just a black coating, or actual large chunks of carbon? Big chunks could cause restrictions, and probably could be chipped away. If it's just a black film, not a big deal. Run some Seafoam in the fuel when you get it running, and it'll help clean up the innards of the engine.

Can't hurt to oil the pistons on an engine that's sat for that long. Marvel Mystery Oil would do a great job of that.
