Assuming it's a bow burgee pole for a antique wood. There must be a female part that it inserts into. The little knob on the silver part would be a twist to anchor it to the hull. Maybe the brass part would be for alignment and strength if it slid over a post under the unit. Just guessing but there is a lot of stress on those flag poles while under way.
